HD budget restrictions

Would like WIS to allow owners new to a league the ability to set there budget in first season of a new league that they have just joined, to whatever they want. First season only, then following existing rules for raising and lowering budgets after that season. I think we lose a lot of people new to WIS, and Hardball Dynasty. Lets say they joined league and picked the team with the first pick in the draft. Only to have weak scouting because of restrictions and end up with an average player at the number one pick. While another team after that pick, drafts a superstar player. I have seen many of people quit after feeling they got ripped off. Something to think about?
