HD recruiting, changing the cost based on Division

I feel like a lot of coaches in D3 recruit D1 and D2 players, which is fine. I just don’t think very many, from what I can tell, recruit D3. The biggest reason, IMO, is that there are so many D3 recruits total, but not that many good D3 recruits. So it’s easier to just go up a level or 2 and get the scraps. What if you changed the cost to scout players based on the division? Not necessarily changing D1 at all, but lower D2 cost a little and D3 cost a lot more. Give users the opportunity to recruit D3 players and actually be able to find some gems.
