SimLeague Basketball: Fatigue Logic

The Problem: The fatigue system has two primary issues:

1) When you manually sit players / underplay players during a played game - you can back a bunch of minutes and overplay those players in a future game allowing players to game win / loss results

2) During bye games / rounds in the playoffs - users do not gain fatigue at a rate commensurate with users who bank minutes rested during a played game
