Historically any owner has been able to join any OL. This creates an issue where experienced owners can prey on inexperienced ones (who disproportionately play OLs vs themes or progressives) and likely leads to inexperienced users being less likely to continue playing on WIS.
A better new user experience would be where owners are sorted into an OL based on how many championships they have won. For example, one proposal would be different OLs for owners with the following:
0 championships
1 - 10 championships
11 - 50 championships
51+ championships
This would ensure a high number of OLs still happen, but competition is more even in each.
It would likely increase participation in OLs by experienced owners, while also increasing the likelihood of new owners buying and trying a higher number of teams (since they would see better results on average). A true win-win for all users, and WIS as a whole (due to the additional revenue from the additional teams from new users).
This would have the added benefit of reducing the incentive of bad actors (see discussion here) who simply copy/paste the same team into every OL. While removing AAA from OLs was a net-positive decision, it has increased this incentive since it is now considerably easier to win a TOC with an OL team than it previously was (since it is easier to make the WS of the OL without going above the $80M cap threshold).
I am not sure if this issue exists in other Sim games besides SLB, but the same principle could be applied to them if so.
