Budgets

Has there ever been any thought to changing the way high school, college and international budgets are done? It takes 4 seasons to go from 0-20 in those categories. When you have a team in a competitive window and want more money for free agency it seems we should be able to go from 20 to 0 in those categories if we want. Same thing if we decide to start rebuilding and we may want to go from 0-20. In the current setup you have 3 seasons of limbo and it seems very wasteful.
