Transfers should appear in recruit pool without discovery scouting

Currently, you have to discover transfers in order for them to appear in your recruit pool.

Given we all have access to the rosters of every team in the world, and the ratings of each player. It makes sense to me that all players that transfer via being cut, broken promises or lack of playing time should appear in the recruit pool for all coaches with at least level 2 scouting (letter grades, no potentials)

I’ve discovered my own cuts before in an attempt to find transfers for my teams where I was trying to balance out my class sizes, that felt a little silly.
