Int'l Signing budget needs to be updated

Why can I only increase Int'l budget at $5 million increments. I'm going into rebuild mode and it will take 4 seasons before I can reach my max Int'l budget and by then I'll hopefully be ending the rebuild. It makes no sense that it should take more than 2 seasons max to go from 0-20. Very frustrating.
